Outcome
Rezoning approved for mixed-use site
A developer needed a rezoning for a vacant industrial lot. We led the land-use review and community board hearings through to approval for 140 homes.
01
The challenge
A developer had acquired a vacant industrial lot in Brooklyn zoned for manufacturing use only. Building housing required a rezoning through the city’s land-use review procedure, a public process with several votes.
Neighbours were worried about height, parking and the loss of light industrial jobs. Without local support, the application was unlikely to survive the City Council vote.

02
Our approach
We treated the community board as the first audience, not the last.
01. Listen first
We met the community board and local businesses before filing and changed the massing to reduce the height on the residential street.
02. Commit in writing
The developer agreed to ground-floor space for light industrial tenants and a share of affordable homes above the required minimum.
03. Run the process
We prepared the environmental review, the land-use application and testimony for every hearing.
“Daniel knew the process and the people. We never felt we were guessing.”

The outcome
The community board voted in favour, and the City Council approved the rezoning thirteen months after filing. The site is cleared for 140 homes, including affordable units and space for local makers.
